Citizenship and Social Inclusion

Significant priority has been afforded, by the Brazilian Government, to those policies which have a direct impact on combating hunger, disease and poverty. Programmes are being developed which enhance and promote those basic human rights; such as food, shelter, education, healthcare, social inclusion and culture. We are committed to and driving the debate on, these fundamental issues to international organisations.

An integrated educational policy is currently under implementation. This seeks to ensure the continuity of the educational process for the general populace, in all its’ forms. The relevant government departments are also developing and restructuring those programmes which directly relate to four strategic sectors: literacy, basic and further education, professional and technical training.

Learn about the key programmes for citizenship and social inclusion:

Zero Hunger: This is a lynchpin of the governments’ social arm; directly aimed at those currently deprived of the basic human right to food. This programme ensures that food is provided accompanied by improved living conditions. It involves both the State and society acting in unison and comprises of the Family Grant program and the ‘Food Security and Nutrition programme’.

Family Grant: Aims to ensure social inclusion of those families in both poverty and extreme poverty. This is achieved through income transfers and promoting access to basic social rights such as health and education.

Eradication of Child Labour (PETI): This program is a major priority of the Governments social agenda, it involves issuing monthly grants and funding by way of ‘extended working day’; an activity developed in liaison with school hours. This helps to diminish and eventually eradicate the possibility of inclusion of children and adolescents in work activities which expose them to risk, danger or abuse in any form.

Smiling Brazil: This program seeks to ensure that adequate dental care is available to the general public. Much more than primary care; centres are being established to also provide specialised treatments including canal, gum disease, dental surgery and oral cancer.

Peoples Pharmacy: This program extends to the general populace access to essential medicines. It mainly benefits those facing difficulty in accessing treatment due to high cost of pharmaceutical products. In addition to the creation of public pharmacies, the development of a National pharmaceutical industry is encouraged.

Qualisus: This is to provide professional primary care units to carry out simple procedures in an effort to reduce emergency queues. It also seeks to ensure access to specialized clinics, medium complexity surgeries and enable the implementation of humanisation care policy in the SUS. It also compliments the assistance of the Mobile Emergency Service (SAMU).

Literate Brazil: Designed to promote partnerships between states, municipalities, universities, private companies, non-governmental organisations, international organisations and civil institutions. Its’ primary function is to elevate the national effort to combat illiteracy. This program in conjunction with Youth and Adult Further Education ( EJA) strengthens policies that actively encourage continuity of studies and reintegration into education systems.

University for All Program (ProUni): This ambitious program was launched in 2004. ProUni provides full and partial (50%) scholarships to private universities to accommodate low-income students and students with disabilities; who have attended in public school or scholarship in private school. A number of places is reserved for Brazilian students of African and Indian descent; as a percentage consistent with the participation of these populations in each State.
